Missouri does not licence roofers

There is no state roofing licence in Missouri. Three bills tried to create one and all three failed. This is not a technicality, it is the fact that shapes every other question a homeowner asks about credentials in this state.

The three bills

Missouri has considered statewide roofing contractor licensing more than once, in substantially the same form each time: a registration scheme, an insurance requirement, and a state body to hold the register. Three attempts are worth knowing by name, because their names circulate as though they were law.

SB 326, 2021: Failed

None of the three became law. Missouri roofing remains unlicensed at the state level, and licensing remains a municipal matter, done city by city and county by county by whoever chooses to do it.

A warning about summaries. SB 326 is the one that causes trouble, because it failed after getting far enough to be written about. Some automated summaries and content farm articles now describe it as though it had passed, occasionally with an effective date attached. It did not pass. There is no Missouri roofing licence to hold and nobody can produce a state number, because the state issues none. If a source tells you otherwise, that source has repeated a failed bill as law.

Why this matters more here than it sounds

In a licensed trade, the licence does three jobs at once. It sets a minimum standard of competence, it creates a register a homeowner can search, and it gives a regulator something to take away when someone behaves badly. Missouri roofing has none of those three at the state level. Whatever substitutes for them has to be assembled by the homeowner, from municipal records, insurance certificates and the ordinary evidence of a business that intends to still exist next year.

It also means the word "licensed" in roofing advertising in this state is doing almost no work unless it is followed by the name of a jurisdiction. Licensed where. That is the whole question, and in a town like Kirkwood, which licenses contractors itself rather than leaning on the county, the answer genuinely varies.

What actually substitutes for a licence

Municipal licensing, which is real but local

Cities and counties licence contractors within their own jurisdictions. Kirkwood does this itself. St. Louis County does it for the areas it serves. A contractor can hold one, both or neither, and the homeowner is the only person with an incentive to check which.

Insurance, which is financial rather than technical

General liability and workers compensation protect you if something goes wrong on your property. They say nothing about whether the roof will be installed correctly. Verify them with the agency directly.

Manufacturer programmes, which are commercial

A shingle manufacturer can train and approve installers and can attach warranty terms to that approval. That is a real thing and it is not a government credential. In an unlicensed trade, a municipal inspection is the only routine occasion on which somebody with no financial stake in the job looks at the job. That is a large part of why this site treats permits as a homeowner protection rather than as a nuisance.

Reading a roofer's claims in an unlicensed state

"Licensed and insured" without a jurisdiction is a phrase, not a fact. Ask where.
A "licence number" that turns out to be a business entity number or a tax identifier is a substitution, and in this state it is a common one.
"Certified" usually refers to a manufacturer programme. Ask which manufacturer and which programme, then check it with the manufacturer.
A state licence number for Missouri roofing does not exist. Anyone producing one is producing something else.
Municipal licensing is checkable by telephone in about four minutes. Do that instead of trusting any of the above.
